Physician / Medical Advisor

Dr. Eni Smith, MD, MPH

Dr. Eni Smith joins PGCS as a leading physician specializing in addiction, preventive medicine, and behavioral health, bringing a holistic, patient-centered perspective to our care model.

Dr. Smith earned her bachelors degree in psychology from Princeton University, completed her Doctor of Medicine (M.D) at Meharry Medical College. 

She holds a Master of Public health (M.P.H) from Yale University, enhancing her grounding in population health, prevention, and system of care. Her board certification is in Public Health & General Preventive Medicine. 

Within PGCS, Dr. Smith provides clinical leadership and supports integration of medical, behavioral health, and recovery services. She advises on treatment protocols, medication management, and ensures that care approaches align with evolving evidence and patient safety standards. 

She is an addiction medicine, behavioral medicine, and preventive medicine physician. Dr. Smith works across age groups-pediatric, adolescent, and adult to address substance use disorders, behavioral conditions, and co-occurring health challenges. 

She practices in multiple states, including Ohio, Michigan, and Connecticut, under licensure and credentialing arrangements.

Attorney / Legal Counsel

Richard A. Mitchell, Esq.

Richard A. Mitchell serves as a key legal advisor with SPIH's leadership, providing guidance on compliance, contracts, regulatory matters, and risk management. His legal acumen undergirds SPIH's operations and helps protect integrity in mission-driven decision-making. 

Mitchell holds a Juris Doctor (J.D) from the University of Toledo, earned in 1989. Obtained his bachelors from the University of Rochester in 1986. Over decades of practice, Richard has developed expertise across transactional, administrative, and litigation contexts, supporting business, public entities, nonprofits, and mission-oriented organizations.

In his role with SPIH, Atty. Mitchell offers counsel on organizational and programmatic
legal issues, including risk mitigation, contract negotiation, labor and employment law,
regulatory compliance, and governance. He collaborates closely with executive
leadership, ensuring that SPIH’s strategies and growth align with legal best practices
and that decision-making remains grounded in sound counsel.

 

Atty. Mitchell’s practice includes work in business law, employment law, construction
law, government & administrative law, education law, and related areas. His
breadth of legal experience helps SPIH navigate complex legal landscapes in the
service of mission delivery.

Certified Public Accountant

Vinson Shells, CPA

Vinson Shells is a Certified Public Accountant, licensed to practice in the state of Ohio. His licensure reflects a commitment to rigorous standards of knowledge, ethics, and professional competence required of CPAs in Ohio. 

As a CPA, Vinson offers a wide range of services, including tax planning and preparation, financial consulting, audits, and accounting advisory services. He is an authority in interpreting tax law, financial reporting, and business strategy. He serves SPIH with his breadth of training in business, general law, taxation, and accounting, enabling him to guide organizational financial decisions with integrity and insight. 

Vinson holds Ohio CPA license number CPA.24458. He is committed to obtaining continuing education and adheres to ethical and practice standards as required by the Ohio State Board Of Accountancy and professional bodies. 

In supporting SPIH's financial oversight and strategic planning, Vinson brings precision, fiduciary responsibility, and deep technical knowledge in tax, accounting, and reporting. His expertise helps ensure financial integrity, compliance, and sustainable growth. 

By combining accounting acumen with awareness of regulatory, funding, and operational contexts. Vinson supports mission-driven organizations like ours in making confident, informed financial decisions.

Regional Reentry Admin

Lanaya McDonald, MA, LPC, LCDCIII

McDonald currently serves as a Regional Reentry Administrator in the Ohio Department of Rehabilitation & Correction (ODRC), with oversight in reentry housing, coalition development, veteran initiatives, and the certificate of Qualification or employment (CQE) and housing programs. She is central to statewide reentry programming, supports policy development, and helps lead cross-sector partnerships bridging corrections, behavioral health, and community systems. 

In her role, McDonald works with local reentry coalitions, supports housing access for returning citizens, and contributes to trauma-informed and evidence-based practices that reduce recidivism. 

McDonald's work is grounded in the belief that successful reentry depends not just on supervision, but on meaningful access to housing, employment, health, and social support. She emphasizes collaboration, innovation, and elevating the voices of those with lived experience. At PGCS, she brings her strategic vision, clinical insight, and operational leadership to strengthen reentry systems that are equitable, person-centered, and sustainable. 

Lanaya McDonald brings an unparalleled depth of experience and leadership to the PGCS Reentry Program. Her Distinguished career in Ohio's correctional and behavioral health systems positions her as an invaluable asset to our mission. 

McDonald holds a Master of Arts (MA) and is a Liscensed Professional Counselor (LPC) and Licensed Chemical Dependency Councelor III  (LCDCIII). 

She has been recognized by the Ohio Justice Alliance for Community Corrections (OJACC) with awards like the Dr. Bennett J. Cooper Award, which honors her long-standing contributions to community corrections. 

She has also presented at forums such as Closing the Gap: Reentry to Housing, where she speaks on barriers to stable housing for justice-involved individuals and strategies to improve reentry outcomes.
